Climate Change and Water Resources: Evidence, Impacts, Adaptation
Climate variations have always impacted water resources. A global concern is that the near-future rate of climate change may reach levels of which the impact is beyond our capacity to respond. Have we learned anything from the past? Is it possible to respond and take adaptation and mitigation measures? The webinar will address these issues although in a focused sense. Three contributions will be presented on (1) historical climate change and adaptation technology; (2) water availability in Southern Europe and the measures to be undertaken; and (3) climate change impacts on droughts and water resources in the Mediterranean area and appropriate water resources management.

Prof. Dr. Athanasios Loukas
Department of Transportation and Hydraulic Engineering, School of Rural and Surveying Engineering, Faculty of Engineering, Aristotle University of Thessaloniki, Thessaloniki, Greece;
Prof. Dr. Athanasios Loukas is Associate Professor of Engineering Hydrology – Water Resources Management and Development in the School of Rural and Surveying Engineering, Aristotle University of Thessaloniki, Greece. He is the Head of the Department of Transportation and Hydraulic Engineering and the Director of the Master Program “Water Resources”. Up to 2018, he has served as Professor, Dean of the Faculty of Engineering, Head of the Department of Civil Engineering, Director of the Laboratory of Hydrology and Aquatic Systems Analysis, and Director of the common Greek French Master Program “Management of Hydrometeorological Hazards – HYDROHASARDS” co-organized by the University of Thessaly and the Joseph Fourier University, Grenoble. He is currently Section Editor-in-Chief of Water, Editor-in-Chief of European Water, and member of the editorial boards of Water Resources Management and Scientific Review Engineering and Environmental Sciences. He is serving and has served as Guest Editor in many special issues of international scientific journals. He has been a Visiting Scientist (Professor 1st class) at the Joseph Fourier University – Grenoble I, France, and a Visiting Professor at the Department of Civil and Environmental Engineering, Colorado State University, USA in 2013, a position for which he was awarded a Fulbright Research Scholarship.

On Thursday, 7 October 2021, MDPI and the Journal Water organized the 3rd webinar on Water, entitled "Climate Change and Water Resources: Evidence, Impacts, Adaptation".
The introduction was held by the Chair of the webinar, Prof. Dr. Athanasios Loukas. He is Associate Professor of Engineering Hydrology – Water Resources Management and Development in the School of Rural and Surveying Engineering in Greece. He is the Head of the Department of Transportation and Hydraulic Engineering and the Director of the Master Program “Water Resources”. Prof. Dr. Loukas is currently Section Editor-in-Chief of Water, Editor-in-Chief of European Water, and member of the editorial boards of Water Resources Management and Scientific Review Engineering and Environmental Sciences. He is serving and has served as Guest Editor in many special issues of international scientific journals.
The first speaker to quick off this webinar was Prof. Dr. Demetris Koutsoyiannis, with his presentation "The Perpetual Change in Climate and the Technology-Augmented Human Ability of Adaptation". He is Professor of Hydrology and Analysis of Hydrosystems at the National Technical University of Athens. He has served as Dean of the School of Civil Engineering, Head of the Department of Water Resources and Environmental Engineering, and Head of the Laboratory of Hydrology and Water Resources Development. He has been awarded the International Hydrology Prize – Dooge medal (2014) by the International Association of Hydrological Sciences (IAHS), UNESCO, and World Meteorological Organization (WMO), and the Henry Darcy Medal (2009) by the European Geosciences Union (EGU).
The second presentation with the title "Facing the Water Availability Challenge in Southern Europe: What Options Do We Have?" was held by Prof. Dr. Luis Garrote. He is Full Professor of Hydraulic Engineering at the Technical University of Madrid. The focus of his research is the application of hydrological and hydraulic models in water resources planning and management, including floods, droughts, environmental constraints, and reservoir operation. His professional record in integrated water resources management includes collaborations with national and international administrations and the private sector in water resources planning, design and operation of hydraulic structures, dam operating rules and safety, hydropower, and drought and flood risk management.
The third presentation with the title "Droughts, Climate Change and Water Resources Management in Mediterranean Areas" was held by Prof. Dr. Antonio Cancelliere. He is Full Professor of Hydraulic, Maritime Structures and Hydrology (ICAR02) at Catania University. In the last 25 years, his research has focused primarily on statistical analysis of extreme hydrological events, water resources management under climate change, drought monitoring, and forecasting, serving as PI on several national and international related research projects.
The presentations were followed by a Q&A and a discussion, moderated by the Chair Prof. Dr. Athanasios Loukas. The webinar was offered via Zoom and required registration to attend.
