Abstract

This research project, conducted by the University of Morón, aims to analyze the main environmental and socioeconomic challenges of the General Lavalle district. This rural territory possesses unique ecological and landscape characteristics, and its proximity to and interaction with the La Costa district necessitates a comprehensive and interdisciplinary approach to understand its territorial complexity and guide its sustainable development. The central hypothesis posits that the lack of an adequate environmental and territorial assessment limits the municipality's capacity to make strategic decisions regarding development and sustainability. Within this framework, the study proposes to evaluate the territory's environmental, social, and productive dynamics, paying particular attention to the issue of municipal solid waste originating from the La Costa district, whose treatment and disposal impact General Lavalle. This situation, in addition to representing an environmental conflict, can become an opportunity for local development through circular economy and recycling strategies. The project aims to analyze the feasibility of community-based initiatives focused on reusing plastic waste, especially PVC, to manufacture panels and components for designing ramps, coastal walkways, and lightweight infrastructure adapted to the estuaries, wetlands, and marshes characteristic of both districts. This approach seeks to combine environmental sustainability, social inclusion, and local job creation. The methodology combines analysis of secondary data—including the 2022 Census—fieldwork, environmental impact studies, and consultations with local stakeholders, social organizations, and specialists. Expected results include a comprehensive territorial assessment and recommendations to strengthen environmental governance, climate resilience, and regional sustainable development through evidence-based public policies and the responsible use of resources.
