The Waste Accountability and Segregation Initiative (WASI): A Municipal Policy Framework for Driving Source Segregation and Financial Sustainability

Abstract

Introduction: Effective municipal solid waste management (SWM) often fails due to poor source segregation and inadequate cost recovery. The "Waste Accountability and Segregation Initiative" (WASI) in Padre Garcia, Batangas, addresses these challenges through a "pay-as-you-throw" (PAYT) policy framework. By linking waste generation to direct financial accountability, the initiative seeks to operationalize circular economy principles at the grassroots level, transforming waste management from a municipal burden into a community-driven, self-sustaining system.

Methods: The WASI framework is enforced through Barangay Ordinance No. 2026-01, which mandates the use of municipal-issued, color-coded XXL bags (Green for biodegradables, Blue for recyclables, and Black for residuals). Bags are sold at Barangay Halls for Php 60 each, a price point designed to incorporate collection, transport, and environmental service fees. To ensure compliance, the policy adopts a "no official bag, no collection" rule, supported by a tiered penalty system: a Php 500 fine for the first offense and Php 1,000 for the second. Public engagement was secured through house-to-house orientations and barangay assemblies.

Results: Implementation data demonstrates significant financial and behavioral shifts. In 2025, the municipality achieved a total garbage fee collection of Php 1,057,839.94. Early 2026 data shows continued momentum, with Php 310,976.00 collected between January and mid-April. Qualitative results from the Barangay Poblacion pilot indicate a marked reduction in mixed waste, cleaner surroundings, and an increase in resident discipline regarding waste minimization and proper containment.

Conclusions: The WASI model proves that clear regulatory frameworks, such as Barangay Ordinance No. 2026-01, combined with economic instruments like color-coded bag pricing, can successfully drive source segregation. This study concludes that municipal SWM sustainability depends on shifting accountability to the generator, providing a scalable roadmap for other local governments to improve resource recovery and fiscal independence.
