Introduction
Plastic waste management in developing economies is often evaluated through aggregate recycling rates, masking structural inefficiencies and regional disparities. In India, significant differences between urban and rural systems remain poorly quantified, particularly regarding uncollected waste and environmental losses of plastics.
Methods
This study applies a two-phase analytical framework combining literature synthesis, waste audit data, and probabilistic Material Flow Analysis (MFA) to quantify household plastic waste (HPW) generation and end-of-life pathways across urban and rural India. Monte Carlo simulations are used to account for uncertainties in consumption and collection rates.
Results
India generates an estimated 8.17 million metric tonnes (MMT) of HPW annually (95% CI: 7.5–8.8 MMT), with rural areas contributing 53%. Urban systems achieve high collection coverage (96.8%), yet only 12% of plastics are recycled, with 68% landfilled or dumped. In contrast, rural areas exhibit severe infrastructure deficits, with ~60% of plastics remaining uncollected, of which 20% is openly burned and 40% dumped. Informal actors play a critical role, supplying 42–86% of recyclable feedstock and achieving recovery efficiencies of ~70%. Overall, approximately 1.9 MMT of plastics are mismanaged annually, representing significant environmental leakage.
Conclusions
The findings reveal that plastics mismanagement in India is driven not only by collection gaps but by systemic inefficiencies in recovery and material value chains. Strengthening rural collection systems and integrating informal actors into formal waste management frameworks are essential for reducing environmental losses and advancing circular economy transitions.
