Jammertest: An open GNSS interference test arena to accelerate the development of resilient GNSS applications

Abstract:

Held annually in Andøya, Norway, Jammertest is the world's largest open test for Global Navigation Satellite System (GNSS) resilience. This unique event provides a real-world environment to evaluate Positioning, Navigation, and Timing (PNT) systems against jamming and spoofing attacks. Located north of the Arctic Circle, the site offers minimal societal impact and optimal conditions for high-power Radio Frequency (RF) signal transmission. Surrounded by open sea and mountains, RF signals are contained, allowing for higher transmission power than possible elsewhere.

Organized by a coalition of Norwegian public organizations, including the Norwegian Public Roads Administration, the Norwegian Communications Authority, the Norwegian Defence Research Establishment, the Norwegian Metrology Service, the Norwegian Space Agency, and the Norwegian Mapping Authority, Jammertest fosters cross-sector collaboration and innovation. This is driven by a shared understanding of the importance of cooperation to solve this cross-sector challenge. The five-day event features tests ranging from simple jamming to advanced timing attacks, focusing on learning and improvement.

Participants include academia, GNSS owners, designers and developers, chip manufacturers, system integrators, service providers, end-users, and government organizations. They engage in over 200 tests selected from a comprehensive and up-to-date test catalogue. Encouraging participants to share results fosters a culture of continuous improvement in GNSS resilience across the value chain. Emphasizing collaboration, inclusion, and respect ensures a productive experience. The result is improved resilience without detailed regulation.

Jammertest's significance lies in Andøya's unique environment and the event's adaptability to evolving threats. The diverse participants and their combined experience create an unparalleled impact on the GNSS community.
